History
Institut pour la Santé, la Population et le Développement (ISPD) is a non-profit organization working primarily in the health sector in Haiti with the objective of providing technical support to the Ministry of Health and Population (MSPP) to improve the quality of healthcare services.
ISPD was established in 2017 with the support of Maternal and Child Health (MatCH), a component of the Wits Health Consortium of the School of Public Health at the University of the Witwatersrand in South Africa, as part of a strategy to strengthen local capacities. This initiative aimed to perpetuate technical assistance activities and improve the quality of care provided to the population. Strengthened by their knowledge of the environment, local organizations made up of experienced staff with the necessary academic level facilitated the adaptation of new scientific data to the national context. The ISPD leadership and staff represent a total of more than 120 years of experience in the implementation of health services in Haiti, including HIV prevention, care and treatment services, continuous quality improvement, policy development, guidelines and standard operating procedures, curriculum and training materials, supply chain management and operational research.
ISPD implemented the EQUIP project (which ended December 31, 2019) funded by USAID to provide technical support to the MSPP through the National HIV/AIDS control program (PNLS) in the following areas: delivery care, demonstration projects and development of standards and procedures. With its staff made up of doctors and clinical nurses who are experts in HIV care and public health experts, the EQUIP project has supported the PNLS in the aforementioned areas of intervention and provides technical support to partners of implementation of USAID health projects providing HIV care and treatment services. During the 2016-2017 fiscal year, the EQUIP project emphasized on the following intervention points:
- Development of efficient strategies to increase the positivity rate of HIV testing
- Improvement of pediatric HIV care
- Improvement of provider competence in the clinical management of HIV
- Development of more efficient approaches and service delivery models to increase coverage of antiretroviral therapy nationally
- Expanding access to viral load
- Improved access to HIV care for key populations
- Development of standards and procedures
- Operational research
Currently, ISPD, through the BRIDGE project, directly supports the provision of comprehensive HIV care services. ISPD places particular emphasis on the delivery of patient-centered HIV services for those most at risk of contracting HIV, including key populations, migrant and mobile populations, other vulnerable and priority populations less likely to access HIV services, thus contributing to the universal access advocated by the national program.
